Change in 5th Scale rule wording to comply with IFMAR intent

1/5th Super Touring rule change to match the current IFMAR rule.
Table page 80 will change from:
Width Max 395mm Min 362
to:
Width (at widest point of body, excluding mirrors) Max 395
Note: 10.1.4 states that body must cover the tire above the centerline when viewed from above. It is possible to have a vehicle that with camber and toe the bottom of the tire is outside the Max for width but the top of the tire is inside the body. This would be deemed as legal and fits into the rule.
